Implementing the South African water policy: Holding the vision while exploring an uncharted mountain
Problem of long-term implementation of the South African National Water Policy in 1997 involving many players responsible of the water management: Government, water services authorities, water services providers such as water boards, basin management agencies, water associations, research organisations and the private sector. Development of an adaptive process and policy with the help of new tools to aid everyday business (road map and rules gained by learning). Collaborative work is judged of paramount importance.
