Towards indicators of social capital for regional development issues, Regional Growth Agendas

This paper aims at giving empirical content to the notion of social capital for regional development issues, by associating case studies with econometric analysis. We proceed in three steps. We first provide a typology of both positive and negative influences of sociological factors on economic performance, from which we deduce a set of possible social capital indicators. Second, we present the results of four case studies on French rural areas, that aimed at assessing the relevance of these indicators and at giving a thorough description of the mechanisms at work between sociological and economic phenomena. Third, we present an econometric study on the whole French rural territory that highlights the positive role of social capital on local economic development. Our results show that both local cohesion ("bonding social capital") and outer social links ("bridging social capital") are relevant in order to characterize social capital and explain economic performance. This study thus gives encouraging results about the possibility of constructing quantitative indicators of the sociological aspects that are relevant for regional development issues. / Cet article vise à préciser la notion de capital social du point de vue de la mesure empirique. Il procède en trois étapes. D`abord, à partir d`une typologie des mécanismes faisant intervenir le capital social dans les processus de développement, une première liste d`indicateurs potentiels est proposée. Ensuite, ces indicateurs sont confrontés aux résultats d`études détaillés de terrain. Enfin, les indicateurs sélectionnés sont utilisés dans une étude économétrique visant à examiner si le capital social a un effet sur la croissance des zones régions rurales françaises. Un acquis important de cette étude est l`importance de considérer à la fois la cohésion locale (« bonding ») et l`ouverture à l`extérieur (« bridging ») dans la définition du capital social.
