Water Governance in OECD Countries - A multi-level approach
The purpose of this report is precisely to provide this platform of comparison and practices, while investigating the black-box of water policy making to understand better who does what, at which level of government, and how water policy is designed, regulated and implemented. The objective is to identify the main multi-level governance challenges across OECD countries, as well as governance instruments adopted in response. The ultimate goal of this work is not to rank countries but to report on existing multi-level governance gaps.
