The paper addresses pricing and distribution issues for irrigation water within the context of south west France. It discusses the effectiveness of pricing instruments in controlling water allocations and highlights an alternative quota and step-pricing model. By arguing against the use of full cost pricing it goes against recent policy recommendations.
