9 INCUBATION OF A CLIMATE CHANGE ADAPTATION PROJECT ON THE SENEGAL RIVER Project stakeholders National partner Senegal River Basin Development Organisation (OMVS) Project team OiEau experts: A. Bernard, & C. Brachet CACG experts: M. Lefrancq & E. Salgues Project leader: B. Dhont Key information Location Senegal River Basin (Guinea, Mali, Mauritania & Senegal) Key words Climate change, Food security, Flooding, Drought, Resilience, Satellite Objectives To develop an ambitious project for adaptation to climate change in the Senegal River basin Implementation schedule 2019-2020 Project financed by Adour-Garonne Water Agency Detailed project description The Senegal River Basin is a regional living source shared by Guinea, Mali, Mauritania and Senegal, and managed since 1972 by OMVS. In the context of climate change and the high vulnerability of the basin's populations, building resilience is a major challenge in order to face the issues of hydropower production, food security, drinking water supply, navigation and preservation of ecosystems. However, the basin's management tools and means are still insufficient. It is therefore crucial that complementary solutions be introduced, particularly using satellite technologies, to improve the resilience of the basin and its populations and to enable optimised and sustainable management of water resources and associated ecosystems. The incubation is part of the "20 water and climate projects of the French water agencies for Africa" programme, contribution to the Paris Climate Agreement, and the commitment made by the President of the French Republic during the "One Planet Summit" on 12 December 2017: ensure the set-up of "100 water and climate projects" on the African continent within five years as part of the Incubation Platform of the Global Alliances for Water and Climate - GAfWaC Outcomes and prospects Main current results Incubation was piloted by OiEau on an ongoing basis between 2019 and 2020 in partnership with CACG and in close collaboration with the OMVS High Commission and the Diama Dam Management and Operating Company (SOGED). It resulted in January 2021 in a pre-concept note submitted to the Adaptation Fund with the assistance of the Sahara and Sahel Observatory and the support of the Designated National Authorities of the four OMVS member countries. Focus on The project entitled "Strengthening the resilience of climate-vulnerable communities in the Senegal River Basin using a multi-hazard early warning system and enhancing adaptation capacity" includes the development of a multi-hazard satellite-based early warning system, community-based adaptation measures for strengthening the resilience of populations, and capacity building for the OMVS with a budget of $14 million. Prospects The Climate Change Adaptation Fund is intended for developing countries particularly impacted by climate change. The project submission process is in three stages: 1. preliminary concept note; 2. concept note; 3. full proposal. 9 SENEGAL
