Implementation schedule 2019-2021: Phase I Project financed by Seine-Normandie Water Agency Outcomes and prospects Main current results Detailed project description The Directorate of Water Resources Management and Planning (DGPRE) has been actively involved in the development of Integrated Water Resources Management (IWRM) for several years. In this context, the DGPRE initiated in January 2019 a concrete project on the Somone river basin with the support of the Seine-Normandie Water Agency and carried out by the International Office for Water (OiEau). This area at gates of Dakar is economically very attractive and has to face an increasing urbanisation that makes its water resources a coveted object, resulting in major conflicts of uses. The purpose of this IWRM pilot project is to address these resource allocation and conservation issues through the creation of a consultative framework, the Subcommittee on Water Management and Planning (SCGPE). This Basin Committee will provide an initial space for dialogue between the users of the territory in order to reach a common assessment (on pressures) on the water resource and propose concrete actions. In addition, in order to facilitate the decision- making process, at both the central and local levels, the implementation of a Water Information System, the IWRIS, responds to the problem of availability of information and data. This IWRIS will be developed initially within the DGPRE and will then be deployed at different scales. Establishment of an interinstitutional dialogue; mapping of stakeholders; holding of a basin assembly; publication of a decree for the Basin Committee's creation; preliminary diagnosis of land issues and water resources (availability, uses, prospects); implementation of a demonstrator of the DGPRE Integrated Water Resources Information System. Focus on In parallel with the institutional IWRM project, technical support has enabled the incubation of a climate change adaptation project to improve the resilience of the Somone lagoon facing the changes in its river basin. This project is carried out by the Somone Community Marine Protected Area and aims to combat the siltation and salinization of the lagoon-estuarine area. Prospects Once the decree for the creation of the Subcommittee on Water Management and Planning has been signed in January 2021, the challenges for the continuation of the project are the commitment of SCGPE members, the boosting of the technical secretariat that will lead and monitor the committee, and the recognition of this new authority at both local and national level. The Somone’s pilot experience should inspire the establishment of consultative frameworks throughout the rest of the country. 8 SENEGAL
