Comment communiquer et sensibiliser sur le Sdage ?

Fin 2009, le bassin Loire-Bretagne a adopté son schéma directeur d’aménagement et de gestion des eaux – Sdage - 2010-2015. Il dessine une stratégie ambitieuse pour la reconquête d’un bon état des eaux de nos rivières, lacs, nappes et littoral, condition du développement de demain.
Cette stratégie ne pourra gagner qu’avec le concours de tous les acteurs de l’eau au quotidien et avec l’adhésion des citoyens. C’est pourquoi le Sdage comprend un chapitre « informer, sensibiliser, favoriser les échanges ».
Les rencontres de l’eau organisées le 7 septembre 2010 à Tours s’adressent aux acteurs des collectivités, des associations, des organismes consulaires et des services de l’Etat qui contribuent à la sensibilisation du public aux enjeux de l’eau.
Animées par Frédéric Tricot, président de la commission communication du comité de bassin Loire-Bretagne, elles feront intervenir des témoignages d’acteurs et permettront d’échanger sur les pratiques de sensibilisation.
Elles approfondiront la question de la sensibilisation sur deux enjeux prioritaires du Sdage : la lutte contre les pollutions diffuses et la restauration des cours d’eau et des zones humides.

Cette journée commencera par fournir des éléments de compréhension de l’impact écologique des renouées sur les milieux aquatiques et sur la biodiversité.
Une présentation des méthodes de diagnostic et de définition de la stratégie globale à l’échelle d’un bassin versant sera réalisée. Elle sera suivie de préconisations en matière de gestion et de lutte.
Des retours d’expériences seront présentés : cartographie des zones contaminées, outils de communication et de sensibilisation, prise en compte des invasives dans les marchés de travaux.
Une sortie de terrain sur sites contaminés sera organisée afin de bénéficier de retours d’expériences sur des techniques de lutte mécanique.

Cap-Net and the International Network of Basin Organisations (INBO) are glad to invite you to their upcoming seminar „Improving Water Governance at the River Basin Level“, during the Stockholm World water Week. This seminar scheduled for Thursday 9 September 2010, from 14:00-17:30 in Room: T6, will have for main objective to examine and measure factors for effective Water Governance by River Basin Organisations.

A selection of case studies, together with two discussion sessions will provide participants with a) an improved understanding of the enabling environment necessary to facilitate effective water governance at the river basin scale and b) insights into the potential application of performance monitoring systems at the RBO level.

World Water Congress : Africa regional forum

For over a year now, the African Water Association has undertaken a strategic partnership with the International Water Association (IWA). The recent merger between the ESAR-IWA and the AfWA as well as the opening of an IWA agency in Africa therefore represents one of the key actions of this partnership. As a consequence, there is a synergy as regard the actions carried out by both organizations through the meetings at the international level dealing with the African water and sanitation sector related issues. Among these, one can mention the participation of the AfWA in the latest IWA Development Congress held in Mexico City from November 15th to 20th 2009, and the participation of the IWA in the AfWA 15th Congress held in Kampala, Uganda, from March 15th to 19th 2010 during which the IWA organized many sessions dealing with various thematic related to the water and sanitation issues in the world and particularly in Africa.

The next « EUROPE-INBO 2010 » international conference, organized by the « Group of European Basin Organizations for the Implementation of the Water Framework Directive », will take place, at the invitation of the French Water Agencies: On 22, 23 and 24 September 2010 in MEGEVE – France

Thre meeting will be organized around main and current topics on the implementation of the Framework Directive (WFD) in the National and Transboundary River Basin Districts, in particular:

* Progress made in the preparation of the WFD Management Plans: their contents, follow-up methods (indicators, management charts…), * The Programs of Measures 2010 - 2015, implementation, stakeholders' mobilization, local contracts, financing of actions, * Combined implementation of the WFD and « groundwater », « floods » and « marine strategy » Directives, * Strategies for adaptation to the drought risks in Europe: national strategies, monitoring, warning systems, * Measures to be planned for adapting Water Bodies to the effects of climate change, resources management, development of upper basins, upstream–downstream common cause, optimization of the water demands, agricultural policy, hydropower, navigation on waterways, reservoirs, transfers, etc. * Cooperation with the neighboring Countries, non-members of the European Union, for the application of the WFD principles and methods.

This «EUROPE-INBO 2010» conference will be the first step to prepare the active participation of our network in the 6th World Water Forum, which will take place in Marseilles - France in March 2012 and, of course, in its regional European process

La próxima conferencia internacional « EURO-RIOC 2010 », organizada por el « Grupo de Organismos de Cuenca Europeos para la implementación de la Directiva Marco», tendrá lugar, por invitación de las Agencias del Agua francesas: Los días 22, 23 y 24 de septiembre de 2010 en MEGEVE – Francia

La reunión se organizará alrededor de grandes temas de actualidad para la implementación de la Directiva Marco (DMA) en las demarcaciones hidrográficas nacionales y transfronterizas en particular:

* El balance de la elaboración de los Planes de Gestión de la DMA, su contenido, las modalidades de seguimiento (indicadores, manejo…), * Los Programas de Medidas 2010 - 2015, aplicación, movilización de los protagonistas, contratos locales, financiación de las actuaciones, * La implementación combinada de la DMA y de las Directivas « aguas subterráneas », « inundaciones » y « medios marinos », * Las estrategias de adaptación a los riesgos de sequía en Europa: estrategias nacionales, observaciones, sistemas de alerta…, * Las medidas que deben preverse para la adaptación de las Masas de Agua a los efectos del cambio climático, gestión de los recursos, desarrollo de las altas cuencas, solidaridad aguas arriba-aguas abajo, optimización de las demandas de agua, política agrícola, hidroelectricidad, navegación fluvial, embalses, trasvases, etc. * La cooperación con los Países vecinos, no miembros de la Unión Europea, para la aplicación de los principios y métodos de la DMA.

La reunión « EURO-RIOC 2010 » se organizará simultáneamente con el 3° Congreso Internacional « ¡Es necesaria una nueva gobernabilidad del agua en las montañas para hacer frente al cambio climático! », que también tendrá lugar en Megève en las mismas fechas.

Esta conferencia « EURO-RIOC 2010 » será también una primera etapa para preparar la participación activa de nuestra red en el 6° Foro Mundial del Agua, que tendrá lugar en Marsella - Francia en marzo de 2012 y por supuesto en su proceso regional europeo.
