Résumé
Une gestion déléguée en pays émergents ne peut réussir que si l’opérateur maîtrise à la fois la gestion et la réalisation des travaux neufs. Lorsque le prix de l’eau est trop faible, le taux ne peut pas supporter totalement le poids des investissements. Le formule mise en place à Palmira en Colombie associe les partenaires privés et publics à la gestion et répartit le poids des investissements entre les secteurs privés et publics.
Abstract
Delegated Management in emerging countries will only be successful if the operator has full control over the administration and implementation of new infrastructure works. If water rates are too low, the income from water will be insufficient to cover the full cost of the necessary investments. The scheme put into place in Palmira and Colombia involves both private and public-sector participation in the management of the water services and distributes the financial burden between both public and private sectors.
