RESUMEN
La Cuenca del Ebro ocupa la quinta parte de la superficie de España. Desde principios de siglo, la administración del agua en la cuenca, está asignada a la Confederación Hidrográfica del Ebro, un Organismo integrado por los usuarios del agua y por la Administración.
Las inversión pública en los próximos 20 años es de 750 x 109 ptas según consta en el Plan Hidrológico de la Cuenca. Las disponibilidades financieras del Estado Español resultan insuficientes para acometer lan grandes inversiones. La constitución de la sociedad estatal "AGUAS DE LA CUENCA DEL EBRO, S.A.", tiene por objeto captar capital privado de los futuros usuarios de las obras, y junto al capital público, amplificar la inversión. Además, "AGUAS DE LA CUENCA DEL EBRO, S.A." impone una mayor flexibilidad y una gestión empresarial, lo que redundará en una mayor eficiencia en la gestión del agua.
SUMMARY
EBRO BASIN occupes twenty per cent of Spain's land surface. From the beginning of the century, the water administration in the basin was assigned to the Ebro Hydrographic Confederation, an organization that is composed of the water users and by the Administration.
Public investment in the next twenty years will be five billion dollars, according for the hydrological Plan of the basin. The financial posibilities of the Spanish state are not enough to carry out large investments that are needed.
The birth of the state society "Waters of the Ebro Basin, P.L.C." has the objective to get private capital from the users of the works. So, together with public capital the investment will grow. Additionatly, "Waters of the Ebro Basin" will reach a great flexibility and management will be along the lines of a private company. In this way, we can obtain great efficiency in water management. Waters of the Ebro Basin is going along the right lines to reach its goal at the end of the year.
RÉSUMÉ
Le Bassin de l'Ebre prend la cinquième partie de l'Espagne. Depuis le début du XX ème siècle, l'eau du bassin est administré par L'Organisme de bassin Confédération Hydrographique de l'Ebre, qui est un Organisme integré par les usatgers de l'eau et pour l'Administration.
L'investissement public dans les prochaines 20 ans sera de 750x 109 pesetas selon les dispositions du Plan Hydrologique du Bassin de l'Ebre. Les disponibilités financières de l'Etat Espagnol sont insuffisantes pour entreprendre les grands investissements. La constitution de la Societé de l'Etat "DES AUX DU BASSIN DE L'EBRE, S.A.", a pour objet capter le capital privé des futurs usatgers des oeuvres ce que uni au capital publique, peuve agrandir l'investissement. D'autre part, "DES AUX DU BASSIN DE L'EBRE, S.A." permet une plus grande flexibilité et une gestion d'entreprise, ce qui rendra una plus efficience à la gestion de l'eau.
