After the collapse of the USSR there was a change of orientation in water resources management in Central Asia. Establishment of real independence of the States of Central Asia accelerated the aspiration to the necessity of joint management of water resources of the region. The clear understanding by water resources administrations of the five States of Central Asia of their responsibility for ecologically stable socio-economic development and stable long-term water supply, and also the unity of water resources across the region raised the questions about the urgent and extraordinary measures to remedy the current unsustainable situation.
Apres demembrement de l’URSS, la gestion des ressources en eau a pris une nouvelle orientation en Asie Centrale. l’emergence de nouvelles Etats independantes en Asie Centrale a exige que chaque Etat detienne un plan de gestion individuelle des ressources en eau dans cette region. Une comprehension exacte par le Departement des Ressources en Eau des cinq Etats, de leur responsabilite en matiere de developpement socio-economique stable du point de vue economique, d’approvisionnement en eau stable et egalement de l’unite des ressources en eau dans cette region, ont souleve des questions concernant les mesures urgentes extraordinaires a envisager pour remedier a la situation qui n’est pas du tout durabilite.
