Dans le cadre du PHI V (1996-2001), le projet « Eau et Civilisation » basée à la Division Sciences de l’eau de l’UNESCO se propose d’étudier l’histoire des sociétés et des civilisations et leurs modes d’organisations socio-économiques autour des ressources en eau, dans le passé, le présent pour analyser les besoins futurs et proposer des projets adaptés à chaque aire culturelle.
Par l’étude des systèmes de valeur relatifs aux ressources en eau dans les sociétés, le projet « Eau et Civilisation» souhaite améliorer la compréhension des conflits autour de l’eau et décrypter les problèmes rencontrés actuellement sur certains périmètres d’irrigation par exemple.
La revitalisation de systèmes traditionnels d’irrigation et d’adduction d’eau potable constitue l’ossature principale du projet et est étudier comme un moyen possible de développement durable. L’approche intégrée sera à la base du projet.
L’éducation, la formation et l’information seront au centre du projet « Eau et Civilisation » et permettront de conscientiser le grand public sur les liens indissociables qui relient la culture et l’eau. Ce projet et une initiative pour créer une nouvelle éthique de l’eau afin de prévenir les conflits autour de cette ressource et encourager une culture de la Paix.

In the framework of IHP V (1996-2001), the « Water and Civilisation» project, based in the Division of Water Sciences, UNESCO initiated studies concerning the history of society and civilisation and their socioeconomics organisations around the water ressources in the past and in the present to analyse the futures needs and proposed appropriates projects for each cultural area. With the studies of the values systems related to water in the societies, the «Water and Civilisation Project » aims to improve the understanding concerning the water conflicts, explain the actual problems in some perimeters of irrigation for example. The revitalising of some traditional systems of irrigation and/or freshwater supply constitute the main line of the « Water and Civilisation» project and is studied as a possible means of sustainable development. The integrated approach will be the basis of this project.Education, training and information will be in the center of the project and the main mechanism to create a public awareness concerning strong links between culture and water. The « Water and Civilisation » project is an initiative to create a new water ethic to prevent the water conflicts and encourage a Culture of Peace.
