In the "Fundamental Plan for Government Information Technology Promotion" which was approved by Cabinet decision in December 1994, it is reported that utilization of information systems through the introduction of information and communication technology in all aspects of government is indispensable for government administration in Japan.
Based on this policy, the River Bureau of the Ministry of Construction has developed a system aimed at providing hydrological data including water quality to the general public and achieving greater efficiency in internal procedures. This paper describes the background of this system development and gives an overview of the system itself.
